Jean-Marie Fontaine is a partner in the Montreal office of Borden Ladner Gervais LLP who specializes in the field of Maritime law as well as non-marine insurance regulation and compliance. Jean-Marie acts for high-profile clients in both contentious and non-contentious transportation matters.

Jean-Marie’s practice encompasses cargo claims, collisions, spills, disputes relating to shipbuilding and charterparties and the arrest of ships and cargos. Ifesinachi Okafor-Yarwood, PhD
Lecturer in Sustainable Development, University of St Andrews Scotland

Dr Ifesinachi Okafor-Yarwood is a lecturer at the University of St. Andrews’ School of Geography & Sustainable Development in Scotland. Her work advances an interdisciplinary understanding of oceans’ sustainability, governance and criminality as a question of resource management, environmental justice, and the disproportionate effects of depleting marine resources on inequality, poverty, and insecurity.
She has extensive field research experience with strategic maritime stakeholders and communities in West and Central Africa. Dr Okafor-Yarwood has contributed to high-level reports on ocean governance and security at the regional and global levels and published extensively on the blue economy, fisheries governance, maritime security and maritime boundary delineation.
Dr Okafor-Yarwood has a PhD in Leadership, Security and Development from King’s College London, an M.A. in Conflict, Security, Development, a B.A. in International Relations, Peace and Conflict Studies, and a preparatory Diploma in Law.

Tanya Alvaro
Director, Maritime Security and Intelligence. Canadian Coast Guard

Ms. Tanya Alvaro is the Director of Maritime Security and Intelligence at the Canadian Coast Guard.

Her distinguished career began with her academic achievements, notably her bachelors degree in Political Science from the University of Western Ontario, from which she graduated with honours. She also holds a Master’s degree in War Studies from the Royal Military College of Canada, and has completed the National Security Programme from the Canadian Forces College.

Ms. Alvaro’s journey in the federal public service began as a policy analyst in what used to be known as the Indian and Northern Affairs Canada department. She then continued to work in policy and research at Human Resources and Social development Canada, where she stayed for 2 years. Subsequently, Ms. Alvaro worked for the department of Fisheries and Oceans where she played a key role as a senior policy Analyst in Strategic Priorities and Planning. She then continued to refine her knowledge and expertise in policy as a Senior Strategic Policy Advisor of Maritime strategy at the department of National Defence. Thereafter, she returned to the department of Fisheries and Oceans and quickly shifted to the Canadian Coast Guard as the Director of Horizontal Priorities in 2011. After almost 5 years in this role, Ms. Alvaro was appointed as the Director of Maritime Security and Intelligence at the Canadian Coast Guard and she recently joined the Innovation, Planning and Engagement Directorate on short-term assignment as the A/Senior Director, Innovation, Reconciliation and Program Integration.

In this capacity, she is responsible for delivering the Coast Guard’s national maritime security program in support of Canada’s national security policy and law enforcement agendas. This includes cyber threats, Arctic security, directing the Coast Guard’s involvement in three interdepartmental regional maritime security operations centres, and the National Command Centre in Ottawa.

Subséquemment, Mme Alvaro est revenue au département des Pêches et Océans où elle a rapidement fait la transition vers la Garde côtière canadienne dans le rôle de directrice de priorités horizontales. Après presque 5 ans dans ce rôle, Mme Alvaro a été nommé la directrice de Renseignement et sûreté maritime de la Garde côtière canadienne et elle a récemment rejoint l’équipe de l ‘ Innovation, planification et engagement pour une mission de courte durée en tant que Directrice principale intérimaire d’ Innovation, réconciliation et intégration des programmes.

Dans ce rôle, Mme Alvaro est responsable de diriger le programme nationale maritime sûreté de la Garde côtière canadienne de façon à soutenir la politique de sécurité nationale et le programme d’application de la loi. Ceci inclus diriger les cyber-menaces, la sécurité de l’arctique, l’implication de la Garde côtière dans trois centres d’opérations régionales et interdépartementales de sûreté maritime, et le centre de commandement national d’Ottawa.

Peter Hammarstedt
Director of Campaigns, Sea Shepherd Global

Swedish-American Peter Hammarstedt is the Director of Campaigns for Sea Shepherd Global and is Chairman of Sea Shepherd Australia. He is captain of the ocean-going vessel Bob Barker, having spent two decades at-sea including 10 years in Antarctica. In 2014/15, the Bob Barker, with Peter as captain, set the world record for the longest pursuit of a poaching vessel at sea after chasing the Interpol-wanted fishing vessel Thunder for 110 days, covering three oceans and 11,000 nautical miles, before its captain intentionally sank his own vessel in a bid to destroy evidence. Since then, Peter, has provided civilian offshore patrol vessels (COPVs), under so-called ‘ship rider’ agreements, to many African coastal countries in order to combat illegal, unreported and unregulated (IUU) fishing. On-going partnerships between Sea Shepherd and the law enforcement agents of African coastal and island States have resulted in the arrest of over 70 vessels for illegal fishing and other fisheries crimes over the past five years. The COPVs have served as critical platforms for capacity-building of law enforcement agencies in increasing monitoring, control and surveillance capabilities in the maritime domain.

Sogol Ghattan-Kashani

Sogol’s background lies at the intersection of Computer Science, Ethics, and Public Policy.
She specializes in Computational Intelligence and Design with a particular focus on the responsible development of emerging technologies. Sogol has experience in software development and research in both academia and industry.

Prior to co-founding NCIS, Sogol attended the School of Public Policy and Global Affairs at the University of British Columbia where she had two main areas of research: the first one focused on the responsible governance of emerging technologies; and the second focused on bridging the gap between academic research and industrial application.

Along with her team at NCIS, she is currently working on identifying and addressing the legal, ethical and social implications of emerging technologies in maritime defence and developing responsible technologies for marine governance.
