With modern technologies becoming part of a larger scope of global needs for security, monitoring and supply chain solutions, the Indigenous Lens is a crucial element often left out of conversations with design elements and language. The ability to take time to focus on the needs to be inclusive and unbiased requires dialogue and a focus on policy development at the predesign and implementation of technologies. The Canadian Coast Guard is a key contributor in the development and provision of Maritime Domain Awareness at home and abroad. Coast Guard’s fleet, supported by ship and shore-based maritime domain awareness capabilities, plays a key role in supporting maritime security in Canada, the pursuit of which is whole-of-government. The Maritime Security and Intelligence Branch supports broader Coast Guard efforts through proactive leadership to initiate, manage and maintain interdepartmental and interagency relationships. The Use Of Technology For Maritime Law Enforcement, In Whose Interest?
Technology has played and continues to play a significant role in improving maritime safety and
security across the globe; as such, it is inarguably a force for good for ensuring sustainable use of the
maritime space and the resources within it. However, when used disproportionately such that there
is a lack of transparency in its use, without consideration for other users of the maritime space, and
an appreciation of the need for synergy in its use, it can undermine sustainability, justice, peace and
security of coastal states and Small Island Developing States (SIDS). With the preceding in mind, this
session will explore some of the positive and negative implications of the use of technology in
stemming the tides of maritime criminality and the limitations of overreliance on technology with
examples from the Gulf of Guinea region. What follows are recommendations on equitable ways of
incorporating technology with improving human capacity and regulations to address threats to
maritime safety and security holistically, which will, by extension, bring about sustainable

AI-enhance tools can now be used to derive valuable insights regarding suspicious behavior and to promote maritime security.
